Tallinn was never one settlement. Toompea, the limestone hill, was the seat of power — bishops, knights, later governors. The lower town was the merchants. They had separate walls, separate courts and a long history of not getting along.
This half-day works the hill: the cathedral, the later Orthodox church that was built as a political statement and is still read as one, and the viewpoints along the edge which show you exactly how the two towns sat in relation to each other.
Understanding the split is what makes the rest of Tallinn legible — including why some streets simply stop at a wall.
